Board of Directors

The Board of Directors meets once a month and has the task of defining general policies and guidelines, as well as evaluating the projects proposed by the Executive Board and assessing the achieved results.

The Board of Directors is composed of seven members, elected by the General Meeting and removable by it, with a two-year term of office, with reelection being permitted.

Of the seven members, four are representatives of the majority shareholder, being one of them the Chief Executive Officer. One is a representative of the minority shareholders, one is an independent member and, finally, we have the representative counsellor of the company’s employees.

Eduardo Sávio Passos Rodrigues Martins Chairman of the Board of Directors

Civil Engineer and PhD from the School of Civil and Environmental Engineering – Cornell University (2001), Eduardo Sávio is currently an adjunct professor at the Federal University of Ceará – UFC, a collaborating professor in the Graduate Program in Climate and Energy at the State University of Ceará – Uece and president of the Cearense (Ceará’s) Meteorology and Water Resources Foundation – Funceme. He is currently a representative of the International Association for Hydrological Sciences (IAHS) in Brazil. Works in the ​​Sanitary Engineering area, with emphasis on Hydrology.

Carlos Emanuel Brito Salmito Council member

Electrical Engineer, graduated from the Federal University of Ceará (UFC), with a specialization in Public Administration (Estácio/FIC-2012). He worked at the Port Integration Company (CearaPortos), from 2002 to 2005, with the position of Commissioned Support Technician. He joined Cagece in 2006 as an Operations and Maintenance Engineer, being supervisor of Automation Maintenance (2008-2013), manager of Electromechanical and Automation Maintenance (2013-2015), and currently responsible for the North Business Superintendence.

Neuri Freitas Council member

Graduated from the University of Fortaleza in 2000 in Accounting Sciences, Neuri also has a master’s degree in Controllership from the Federal University of Ceará – UFC (2008). He has an MBA in Controllership and Finance from the University of Grande Rio (2001). With performance in the administrative and financial areas, he has worked mainly in the sphere of controllership, accounting, costs, management information system and budget. At Cagece, he was Market Director, and Manager of the Finance and Controllership departments.

Ricardo Eleutério Rocha Council member

Economist, full professor at the University of Fortaleza – Unifor, economic analyst with experience in academic and university management, advisor to CORECON-CE (Regional Council of Economics) and member of the Board of Trade of the State of Ceará (JUCEC). Ricardo has a degree in Economic Sciences from the University of Brasília – UnB; has a specialization course in Financial Administration (UNIFOR) and a master’s degree in Economics (CAEN/UFC). He has a master’s degree in International Business from UNIFOR.

Sarah Feitosa Cavalcante Andrade Council member

Mrs. Sarah Feitosa Cavalcante Andrade is a lawyer with 20 years of experience and, a postgraduate in Public Law from Christus University, also from the Federal University of Ceará – UFC, a specialist in the area of Electoral Law, was elected partner-owner of the law firm Feitosa & Simões, taught courses in Business Law and Public and Private Law Institutions at the Latin American College; She was coordinator of the Official Gazette of Fortaleza and is currently working for the outsourced company at the General Controllership of the Municipality of Fortaleza – CGM.

Renata Morais Duarte Serpa Council member

Ms. Renata Morais Duarte is from Fortaleza, has a master’s degree in Economics from the Federal University of Ceará – UFC, a Postgraduate degree in Financial Management and Business Business from Fundação Getúlio Vargas – FGV and a degree in Actuarial Sciences from the Federal University of Ceará. Professional with 25 years of experience in actuarial, financial and management areas. She served as Director and Pension Advisor at the Pension Institute of the Municipality of Fortaleza – IPM. She served as actuarial coordinator at the Social Security Secretariat of the Ministry of Social Security in Brasília, defining policies and standards aimed to promote and regulate the RPPS established by the Union, States, DF and Municipalities. For 12 years, she held a management and actuarial role in actuarial consultancy companies: Completa Assessoria Municipal, Probus Consultoria Atuarial and Gama Consultores Associados. Having also worked as a professor at the Federal University of Ceará on the actuarial sciences course.

Statutory Audit Committee

The Statutory Audit Committee is a body linked to the Board of Directors of Cagece and its function is to support the board in checking, verifying and analyzing information, mainly related to risk, governance and internal audit.

The committee is composed of three members and its duties are to supervise the executed activities of internal control, internal audit and the preparation of the company’s financial statements; monitor the quality and integrity of the internal control mechanisms, the financial statements and the information and measurements released by the company; evaluate and monitor the company’s risk exposures, among other duties.

Clara Germana Rocha Committee Coordinator

Graduated in Accounting Science at the University of Fortaleza – Unifor and graduated in Law, Clara Germana is an accounting expert registered in the National Register of Accounting Experts – CNPC. She holds a postgraduate degree in Tax Planning from the Federal University of Ceará – UFC and is a member of the university extension course Social Control of Public Accounts (Fundação Demócrito Rocha and UFC).

Lilia Palmeira Pinheiro Committee Member

With a doctorate in Sociology from the Federal University of Ceará – UFC (2017), a master’s in Philosophy also from UFC (2006), specialization in Clinical Philosophy (2011) and a degree in Philosophy from the State University of Ceará – Uece (2000), Lilia has experience as professor in the area of ​​Philosophy, with emphasis on Logic, Philosophy of Language and Philosophy of Science. Currently, she is dedicated to scientific research and teaching Philosophy at UFC and Uece.

Renato César Pereira Lima Committee Member

Mr. Renato César Pereira Lima holds a law degree from the University of Fortaleza (Unifor). He is a specialist in Business Law (ESA / UVA) and a master in Law and Conflict Management (Unifor). He practiced law for a decade, having served as legal advisor to the Constitution, Justice and Drafting Commission of the Legislative Assembly of the State of Ceará and as a state advisor to the Brazilian Bar Association (OAB-CE). He was secretary of Regional VI and Municipal Secretary of Regional Management.

Fiscal Council

Cagece established a permanent Fiscal Council made up consisting of five members and an equal number of alternates, elected at the General Shareholders’ Meeting for a one-year term. Its prerogatives, duties and responsibilities are provided for by Law 6.404 / 76.

Among its duties, we highlight the analysis of balance sheets and other financial statements prepared periodically by the Company.

As for the frequency of meetings, the Fiscal Council meets, ordinarily, once a month.

Marcos Cesar Cals de Oliveira Board Chairman

Mr. Marcos Cesar Cals de Oliveira has a degree in Sociology, a postgraduate degree in Public Management and an MBA in Logistics at the University of Fortaleza (UNIFOR). In 1986, he was elected state deputy and re-elected in the Years: 1990, 1994, 1998, 2002 and 2006. He held the position of first secretary of the Assembly two times and later was elected President for the 2003/2004 biennium, being reappointed , per unanimous vote for the 2005/2006 biennium. During his management, the Assembly TV was installed, being the first television channel with open transmission of the Legislative Power in Brazil. Another achievement at the legislative level was the granting of the Assembly FM to the National Congress. With a team of specialized professionals, he left the station ready for the installation of the station, with state-of-the-art equipment. In 2007, he graduated and assumed the Secretary of Justice and Citizenship of the State of Ceará, remaining in that portfolio until March 2010. In 2011, he assumed the state presidency of the Brazilian Social Democracy Party – PSDB, remaining until 2013. In 2013, he left the PSDB and joined the newly created Solidarity (political party) (SDD). In 2016 he was appointed superintendent of the National Institute of Colonization and Agrarian Reform of the State (Incra-CE), remaining in that institution until 2019. In 2019 he was appointed to perform the function of Executive Secretary of Housing and Urban Development of the Secretariat of Cities. In 2022, he was appointed Titular Secretary of the Secretariat of Cities, where he remains until the present moment.

Luiz Fernando Simões da Silva Council member

Mr. Luiz Fernando Simões da Silva graduated in Engineering from the University of São Paulo (UNIP), Master’s degree in Business Administration from the State University of Ceará (UECE). He acted as a business consultant in the private area and as Financial Administrative Director of the State Department of Highways – DRE and the State Department of Transit DETRAN / CE. He is part of the Fiscal Councils of public bodies such as METROFOR, COGERH, and CEASA. He is currently Executive Advisor at the Pecém Industrial and Port Complex – CIPP and university professor at UNICHRISTUS.

Eudoro Walter de Santana Council member

Civil Engineer graduated from the Federal University of Ceará (UFC), specialist in Petroleum Equipment from the Federal University of Bahia, public servant from Petrobrás. He was a state deputy for four terms, stood out in parliament as a scholar of the Public Budget and water resources, assuming the presidency of the Committee on Agriculture and Water Resources, and also acted in eight more technical committees of the Legislative Assembly. He held several positions in Public Administration, including Regional Director of the National Institute of Colonization and Agrarian Reform – INCRA, Secretary of Agriculture and Agrarian Reform of the State of Ceará, President of the Institute of Studies and Research for the Development of the State of Ceará (INESP ), Director General of the National Department of Works Conta as Secas – DNOCS for eight years, Executive Secretary of the Higher Studies Council of the Legislative Assembly of the State of Ceará. He was Superintendent of the Fortaleza Planning Institute – IPLANFOR, from 2013 to 2020, receiving from the then Mayor Roberto Cláudio the challenge of preparing a Strategic Planning for the City of Fortaleza, which culminated in the “Plano Fortaleza 2040” delivered to the people of Fortaleza in December 2016. He was a Special Advisor in the Special Coordination of Integrated Programs in the City Hall of Fortaleza and in the Office of the Vice City Hall of Fortaleza.

Joaquim Lúcio Melo Freitas Council member

Lawyer, graduated and specialized in Electoral Process from the University of Fortaleza Date of Birth: 11/18/1982 UNIFOR and postgraduate in Public Law from the Universidade Estadual Vale do Acaraú – UVA. He has worked in public and electoral law for over 19 years, in addition to having served as Municipal Attorney General, Municipal Secretary, Senior Lawyer at a local authority and Coordinator of Departments at public bodies. He currently holds the position of Contracts Manager at the Fortaleza City Council, linked to the Casa’s Contracting Center.

Neuri Freitas Chief Executive Officer

Graduated in Accounting from the University of Fortaleza (2000), MBA in Controllership and Finance from the University of Grande Rio (2001), Master in Controllership from the Federal University of Ceará (2008). With a vast performance in the administrative and financial areas, with emphasis on Accounting Sciences, he worked mainly on the following themes: controllership, accounting, costs, management information system and budget. At Cagece, he has held positions as financial manager and the Controllership department. He is currently vice president of the Northeast Region I, which is part of the Board of Directors of the Brazilian Association of State Sanitation Companies (Aesbe). The Northeast I region includes, besides Ceará, the states of Maranhão, Piauí, Rio Grande do Norte and Paraíba.

Dario Perini Financial and Investor Relations

A career employee at Cagece, he joined the competition in 2004. Business Administrator, specialist in Financial Administration at the State University of Ceará (UECE) and master in Administration and Controllership at the Federal University of Ceará (UFC), has extensive experience in the financial area and accounting of Cagece. He was at the helm of the Financial Management from 2007 to 2013 and of the Financial and Accounting Management from 2013 to 2014, in addition to being Financial and Assets Superintendent from Nov/2014 until Mar/2015. He served as Director of Corporate Management between March 2015 and January 2020.

João Menescal Operations Director

Graduated in Civil Engineering from UFC (1996), master in Hydraulics and Sanitation, from EESC/USP (2003), postgraduate in Project Management, specialization in Business Management from SEST SENAT ITL (2019). He has already been a special project management advisor at the Secretariat of Insfrastructure of the City Hall of Fortaleza (2013-2015) and also director of implementation at Metrofor (2015/2020).

Cláudia Caixeta Market Director

Chemical Engineer (1996) and career employee at Cagece since 2002, she holds a PhD in Environmental Sanitation (2001) from the Federal University of Ceará (UFC) and a Master’s Degree in Chemical Engineering (1999) from the Federal University of Uberlândia (UFU). At Cagece, the engineer has worked in the Environment Management, the Business Development Management and the Responsibility and Social Interaction Management, having been a manager in the last two. In addition, she taught at institutions of technical education such as Cefet, Centec and FIC.

José Leite Corporate Management Director

An economist by training, José Leite Gonçalves Cruz was in the last years in the presidency of the Supply Centers of Ceará S/A (Ceasa). With experience in the administration area, he has a master’s degree in International Business from Unifor and was executive secretary of Planning and Internal Management of the Secretariat of Agrarian Development of the State of Ceará (SDA). He was president of the Agropolos Institute and headed the SDA’s Planning and Management Coordination. José Leite was also mayor of the city of Barbalha for two consecutive mandates and a career employee at Banco do Brasil for 32 years.

Electrical Engineer, graduated from the Federal University of Ceará (UFC), with specialization in Public Administration (Estácio/FIC-2012). He worked at the Port Integration Company (CearaPortos), from 2002 to 2005, with a commissioned position as Support Technician. He joined Cagece in 2006 as an Operations and Maintenance Engineer, and was Supervisor of Automation Maintenance (2008-2013), Manager of Electromechanical Maintenance and Automation (2013-2015), and currently responds for the Superintendence of Northern Business.

José Carlos Asfor Engineering Director

Civil Engineer (1999), he has been a member of Cagece since 2002. In his career, he has served as advisor to the Engineering Directorate, Support Manager to the Environmental Sanitation Coordination, Deputy Director of Planning and Control and Superintendent of Planning and Funding of resources. The engineer is a specialist in Supply and Residual Water Systems (2004) and obtained the Project Management Professional (PMP®) certification in 2010.

Luciano Arruda Partnership Management Director

Legal Scientist, graduated in Legal Sciences from the University of Fortaleza – UNIFOR,  was Executive Secretary of Planning and Management of the Secretary of Tourism of Ceará; coordinator of Institutional and International Relations of the Secretary of Tourism of the City of Fortaleza; Chief Secretary of the Cabinet of the City of Sobral; Chief of the Cabinet of the Presidency of the Port Management Company of Ceará – Ceará Portos/Porto do Pecém; besides being legal coordinator and professor of the Administration course of the State University Vale do Acaraú.
