Tariff Structure
Cagece’s tariff model takes into account the costs of water and sewage services and a portion intended for investments. These costs are represented by personnel expenses, electricity, maintenance material, treatment products, fuel, depreciation and a portion to cover interest and amortization of financing carried out for the implementation of water and sewage systems.
The tariff structure, after being approved by the company’s Executive Board, is submitted to the Regulatory Agency for Public Delegated Services of the State of Ceará (ARCE).
The structure adopts various types of tariffs, according to the type of economy / category, with the main purpose of subsidizing the tariff paid by customers with less purchasing power and encouraging conscious consumption, thus avoiding the waste of treated water, in a demonstration of concern for the environment.
Currently, the Company has 08 types of tariffs (highlighted below) and distributed by consumption ranges:
- Social Residential;
- Popular Residencial;
- Normal Residencial;
- Popular Commercial;
- Commercial II;
- Industrial;
- Public; and
- Philanthropic Entity.

The billed volume of sewage corresponds to 80% of the billed volume of water.
Understanding tariffs
Residential Social
For clients residing in Ceará, with the exception of Itapipoca, considered as “social residential”, Cagece charges through real consumption with uniform distribution of the subsidy for consumption up to 10m³. This category of customers using the water network pays from R$ 2.12 to R$ 21.20, varying according to the cubic meters consumed.
Criteria:
- Residential category;
- 1 (one) household per connection;
- Property with basic construction standard;
- Presumed consumption less than or equal to 10 m³;
- Monthly measured consumption less than or equal to 10 m³.
Basic standard construction attributes: Construction attributes that characterize basic standard:
- Clay floor, grouted brick, dead cement or smooth cemented;
- Construction: Clay, brick or conglomerate wood;
- No garden or vegetable garden, ceiling, garage, shelter or area for vehicles;
- Covered area between 01 and 50m².
Philanthropic Entity
It encompasses social, charitable or philanthropic institutions maintained by donations, with no source of income of their own without an own income source. It is a way of supporting these institutions.
Popular Commercial
For this category there is a minimum demand of 7m³ and a maximum demand of 13m³ of water, contributing to the generation of new businesses in the neighborhoods.
Sewage Tariff
The consumer using the sewage network pays 80% of the invoiced volume of water for the sewage collection and treatment service.
